I followed one, he actually cleaned some of the rubbish from a building, even removing the popup... I thought the problem had been solved by tripling the number of trucks sent. However, the pop-ups only increased. I play on GamePass and the update hasn't come out yet.
No, not a bug. It was said in the patch notes that buildings with problems need to be rebuilt to reset them and garbage to work correctly.
I chose to follow one of the fogronts and witnessed him disappear in a traffic jam.

You got district assigned to a facility and trucks are able to get there, not held in traffic etc?
Sound like the "at the end of the roads" means that trucks get full before they get there, so you need to consider better road layout.

Districts and road patterns wont matter. I made a district of only the problem buildings and the trash pickup I assigned to it went to ZERO trucks.
I made roads one ways, not enough trucks go in to try and pick up the trash.
I think the bug is that many buildings are at the end of a loop and it cant realize in time that no truck will ever be enough for that route. So it keeps sending one truck down a path at a time and once its full it then tries to send the next, but that truck is full by the time it gets there.
I watch some going about their route, even green buildings still drop off 1-2 tons per stop, and those that are red have more than 20t so it takes more than 1 truck just to clean up.
We need ways to force more trucks on the road, similar to picking how many buses on a route. The logic it has isnt working, or they need to recalculate their pathfinding.

My hypothesis is this:
1. Garbage collection vehicles work in certain methods, like patrol, instead of respond to buildings.
2. There’s some other issues that lead to vehicles can’t gather the garbage in time. For mine I’ve had A LOT OF high density and some traffic jams
3. Tragically as I said, the garbage facilities won’t send additional vehicles in this case and the garbage just keep piling up
What I do notice though, is if your garbage facilities are close enough and the traffic is fine l, these garbage warning will go off slowly…
