My GPU usage is around 90% or more. CPU usage is around 40% even on my ancient CPU. However I am only at ~5000 pop, and I suspect CPU usage will climb a lot as the city grows larger. At tiny town size at least I'm actually getting better performance than I did with CS1, but I did have tons of mods on CS1.
And as others say, it depends on your definition of running well. I'm quite happy with 20fps at 1080p, other people might not be.
I'm afraid that this attitude is not going to get you many offers for help. The "latest" i5 would be one of the 14th generation, but even of those, there are two: The 14600K and the 14600KF. Also, that generation has only been out for a few weeks now, so it is quite reasonable to assume that not many people have it yet. If you include the previous 13th generation of i5 CPUs in the list, the number of chips on the list increases to no less than 32 possible candidates with a very wide range of different specs.
So please just press your windows key + pause key to enter the system summary screen and tell us the number that is shown after i5.
I have an RTX 3060 Ti, 16gb ram, Intel core i7 12700F and I get 41 FPS when playing on high settings 1080p. It only really starts lagging when I get to around 27k population, and at 76k population I get 29-33fps with really bad lag spikes every 3 minutes.
Maybe upgrade your crap PC?

Lame thing to say, when I want to give my city an unique and realistic look. Also it is a gameplay element that breaks the game, when this game is not even EA...
Except it doesn't really break the game, now does it?
