My city is still small, not worthy of ship/planes/trains yet (I have been playing for about 35 hours at the moment).
Exports are working. You don't control them, companies use the means they want. You don't deliver goods, you only tax the profits companies make and offer them options. It is up to them which ones they use.
Please open the article Where you can see the surplus materials. Takes it by train or by plane or by sea. Where you can see that the transport is full and will take it for the map and then that there is priblem from it.

I posted you a pic showing my train exporting stuff. Exports DO work. Question is: Why your industries don't export. And that's is a player issue, not a bug in the game. Happy to help, but you need to provide correct info, clearly.
Trucks do export all the time btw. It's just about ships, planes and trains where it's kinda weird.
