Traffic Flow Always Red
Traffic flow is always red no matter what strategy you employ to fix it. Crazy thing is, traffic volume is low. Everywhere. I've used every trick in the book.
Wider roads, even though it seems silly when there's very little traffic driving through. Traffic flow is still red.

Long roads with less intersections. There's roads with little to no traffic volume with absolutely no intersections that still come up red in the traffic flow view randomly.

Comprehensive public transportation doesn't alleviate the issue either. My public transportation is well used and seems to remove cars from the road. I even moved public transportation OFF the roads, having dedicated public transportation routes that run behind the buildings rather than in front of them on the street.

Playing around with the street lights and stop signs doesn't seem to fix the issue. Road maintenance isn't the issue as all my streets are in the green.

I could just ignore the view entirely, because it makes no sense, but the radio jockeys are constantly telling me that I have poor road conditions (I don't) and constantly reporting traffic accidents (I don't see any).

It is difficult to build a city that feels like a real city while trying desperately to fix traffic conditions that don't appear to actually exist. I believe that the threshold for good Traffic Flow is too high. It should be more forgiving.

I'm surprised there are no comments on this... It is almost a year later and I am looking for some results as I have noticed the same thing on my playthrough. From the information the game provides it seems to be because traffic as to "slow down". If you don't have traffic jams but have controlled intersections or stop signs - even the yield signs - traffic will always slow down. So the implementation of this doesn't make sense and I would say is a major downgrade vs SC1.

The OP of this post actually doesn't understand that the overlay for traffic is based on road conditions. They needed a road maintenance depot and have it properly funded to fix and keep his network functional "Green".

As your city gets larger it generates less visible traffic for performance reasons. Unless you have a mod that doesn't reduce spawned agents you would actually have traffic slow downs and jams if they were all properly rendered.

I literally say in the OP that Road Condition is Green... because, yes, there is a Maintenance Depot. Traffic Flow is the issue here.
