What type of mass transit are you using? My rule of thumb is to to use rail for moving a lot of people around my city while using buses to feed into those rail lines. Additionally, paid parking is a huge incentive for residents to use mass transit.

How are the transit routes themselves laid out? Are they setup to take people from housing to work? Housing to shops? Etc?

Also did you set a operating time? Like my busses are set to operate during day hours only. Right now im averaging around 70% utilization on my lines.

Dont make your transit lines too big or too many stops too.

Try to route your bus lines from residential areas to the points of interests in your city (parks, landmarks, commercial zones, industrial zones, etc)

I honestly dont know if there is a golden number. I think it can vary based on the route. Like one of my most busy has 4, 5 stops in the housing district and two out in industrial lands.

reduce ticket price or make it free
put your stops near service buildings like hospital and schools.
make your routes pass commercial/industrial areas aswell

other than that i cant think anything else. gl.
