Yeah demographics definitely seem a bit messed up, my city has 13,000 elementary schoolers but like 800 high schoolers.

didn't you notice that every single dwelling starts with a single person?
Every family is a single person.
I haven't found a single dwelling that begins with a family.

Lower residential taxes to 1%... they will start making children which is weird.

But I don't need more children. I have nearly 8,000 of them. I need teenagers

By that logic I should have a lot of teenagers already. my cities year is 2025 so taking into account an in game month is a year, some of my original cim children should already be young adults but my teenager population barely increased. This does not seem to effect my education levels however. It seems as though most bypass 'teenager' and get auto educated and proceed to college

Yes, they grow up very quickly in the teens. I was sitting waiting for the teenage turnout that never came.

" With both a day and night cycle and seasons at release, Cities: Skylines II handles time differently than its predecessor. One cycle through day and night equals one month and each season lasts about three months, with one year in the game taking twelve in-game days"
1 month is 1 month

this may help too

Oh, that would be my mistake then, but this is brutal and would mean I won't see teenagers in my city for real life days if not a week or more :<
