How to get level 5 development buildings?!
Hi
I'm trying to unlock "key to the city" achievement and need 240 level 5 commercial and 100 level 5 industry buildings in order to unlock the corresponding signature buildings.

However, all my buildings are stuck at 3/5 and "not enough employees, despite having 50.000 cims. Anyone got a fix for this?!

If not enough employees, I wonder if it's some sort of bottleneck with college and university education? How many colleges and universities do you have?

Depends on how many parks and services you have build around and in between the housing.
It comes with time if done, and does not come instantly.
At least that's my understanding of it.

Level 5 also means higher rent prices

Level 5 for residentials and commercials is easy or at least I learned it. I'm actually stuck with industry. The seem to only grow when they can buy materials locally. If they have to import, it becomes SO expensive for them, they don't grow. Keep in mind that not everything we don't know or we aren't used to from CS1 is a bug.

Level ups in CS2 is a very very long term thing...

Basically the business have to actually be making decent profits (not losing money from missing labor, high import costs, high rent, high taxes, etc)... They will slowly each month invest their profits into the grind of leveling up their building. And of course if they go out of business at that location & get replaced by a different company, the building resets.

EDIT: And yes... Overproducing local Specialized Industry to reduce import costs helps a lot.

I have problems with industry too.
I've read that that it depends on a number of things like, education level, what goods they produce and as you say, if they have to import or have a steady "home" supply.

I've read that that it depends on a number of things like, education level, what goods they produce and as you say, if they have to import or have a steady "home" supply.
Yes, and probably taxes. I set them usually high for industry. Maybe my fault but currently I can't afford to even set them below 0. This would probably make them wealthier. Currently my strategy is to grant local production for raw materials which seems to help. I try to keep everything in the green but it's not that easy cause in a very unrealistic way there is not very much fertile land.

No, it's not easy to stay in green. For some it may be, I don't know.
But I never go down money wise overall because of subsidies or something.

For industry:
1-Lower taxes (or give them subsidies)
2-Make water and electricity free (it gives them a huge economic and efficiency boost)
3-Produce resources locally (cheaper to buy)
4-have enough retail (that's how industries make money)
I'm having trouble getting my high-density housing to reach level 5, all I have to do is unlock the 6 special high-density housing buildings to get the "Key to the City" achievement.

Subsidize with the -10% tax for your uneducated and poorly educated residential. This will give them more funds to use on shopping to increase their wealth. Then they'll be able to also invest in leveling up their high density homes. They'll also have more funds for their next generation to get an education and improve the household wealth further.

Eliminate service fees for water and electric. That's +5 each for well being in residential and +20% each in efficiency for commercial, industry, and office zones.

Increase your city attractiveness to increase tourism. Cemeteries surrounded by the mausoleums can give a lot of attractiveness. Tourists will pump a lot of money into circulation in the city's money supply.

To get everything unlocked for the achievement you'll probably need to grow your city to at least 300k population.

I'm sure you'll get there. It takes time. Households that moved into your city need at least 2 generations to build wealth. Here's my city. Not quite half the population of yours but a decent amount of level 5 high density residential.
