Reducing the import of material goods (particularly early on) will allow all the business related to those industries to flourish. They have to pay shipping costs for anything imported. If you make your business rich all the people that work there get rich and you can have a High Density Low Population city with educated peeps. Here is screen shot of what this did for me.....30K pop and almost all high and medium density.

Also use districts....they seem important in CS2 for instance incinerators are working as long as you assign them to Districts.
