I like the tarp idea over a crane for each house.
It is just a simple animation. Just like CS1 used scaffolding to build houses, and skyscrapers too.
There is really no differences. But If I had to call it, I would say the scaffolding takes more to build than a skinny, tall crane. Those scaffolding takes a while to build up, then tear down, before the building is complete. But cranes just wiggle around for a few, then the building just teleports into being. It doesn't construct it at all like CS1.

IDK. But I am kinda disappointed with the construction animations we got in CS2 compared to CS1. All we got is an empty lot with a crane instead of actually seeing the building going up.
Not a big deal, but I was expecting that we would've seen a more detailed construction animation for buildings in CS2.
It's used as a visual indicator of the building's height.
