There was a mod for the first game that made dense zoning to have much more population, workplaces and offices.
It ended up making cities fail because the game's transportation network and the capacities of its mass transit just don't have the capacity to do all that.
And in the new game there are much more spaces in all transportation (trains, metros, buses), so I'm not sure what they were thinking when lowering workplaces
That's the signature industry buildings right now. Huge footprint and employ thousands of workers.

Are you referencing how jobs can be filled with commuters from the outside of a city if there's no local population to work them?
