Hope this gets addressed - fixed. If not don't worry, enough shills will just tell you to fix your roads / traffic.
Ill stick a round a bout right in the middle of a highway....

I also tried the transit lane which is supposed to be for buses/taxis and emergency vehicles and you basically need to ensure its elevated off the road and no where near your road based transit or otherwise some taxi/bus will stop to board people and the emergency vehicles will get stuck behind them too.
So far ive had the best luck just relying on helicopters.....
Priorities.....
I had a building on fire, nothing was sent out, built another fire station right next too it, nothing sent out, by the time one was eventually sent, it got there and a few seconds later the building fell down.
As for emergency vehicles.. it's no different than CS1, alright it would be nice if cars pulled over, but i feel thats a little too complex when people want 1 million+ population with 100+ FPS on 4k @ Highest settings.
Something like that would probably bring the CPU to it's knees for the next 5 years... performance complaints? what we have now would be nothing i imagine if that was a thing in this game.. we don't even have animations.
Is it real life for an ambulance/Fire truck to stop at redlights and wait for it to turn green? Is it normal to have traffic not move out of the way? Is it normal to have complete lock on one side of the road and not the other but the ambulance/F. Truck cant figure out how to get around them? Is it normal to have Stations chock full of trucks and not dispatching them because they are coming from another town? Is it normal for an ambulance to be 2 cars away from the accident and just sit there ?
