What are the red hearts coming out of buildings?

Every now and then I get a stream of red hearts coming out of a building. What are they?

From what I've read it would seem that it happens in february, so I assumed more cims are being made

I wonder if it's related to completion of a life event like finishing college or getting married.

I've seen that a few times, no idea what it means. Next time it happens, I'll see if it's during February lol

It happens every February, and if you look at your city's event log, it will mention Valentine's Day celebrations.
