Report a translation problem
Those who are confused how to start developer mode, go to file explorer, and open the folder containing cities skylines 2 and run command prompt there with this cmd -
Cities2.exe -developer mode
This command will run the game in developer mode. This step is for those who does not have steam.

I think this is the only true 'fix' going forward according to the official forums...
