Launcher error - game will not open

When attempting to open the game I am presented with an error screen stating:
"General Error. We are unable to parse the launcher settings file. Settings.formatVersion should be integer. Settings.formatVersion should be equal to constant. Make sure you have a valid configuration and try again."

I have just installed the game, nothing else was done.

Anyone else experienced this issue or can think of a solution?

GO \SteamLibrary\steamapps\common\Cities Skylines II\Launcher, Run launcher-installer-windows_2023.11.msi,and choose repair. then open the game from steam. it failed again. but wait 1 minute. u will see a notion come on the top right position. click restart then it works.

I found deleting anything related to Paradox in the appdata folder has resolved this issue for me.

I had to uninstall steam from my PC reinstall - now downloading game again and today its taking forever took day off work to play it what a waste

Not for me..
Tried that many times, one of which the game loaded, I placed a power plant, then the game went back in the loading screen for no reason and crashed again.

Trying clean install right now will update
