I had the exact same issue and changed the angle of the road, and like magic it worked.. Like you, I was terraforming for ages and nothing seemed to work. Could'nt figure it out

yeah its really weird. iv tried changing the angle of the road but its generally not helping unless its going way off in the other direction. i miss anarchy already lol

think i found a work around for any else having issue placing roads after terraforming over water. game seems to think the water is still there for what ever reason.

1. do all your terraforming.
2. save the game.
3. load the save.
4. should be able to place roads no issue.

Nope, still doesn't work. All roads complain of being "in water". Can't make promenades.

How the hell did this make it past Quality Control?

Road in water. I was messing with this for over an hour.

There aren't designated quays like in the first game. Instead, if you build a road on a coast, the road will have railing on the side and a supporting wall.

Yeah I had the same issue with it. After terraforming to get a wider buildable area and still hit the "in water" issue. Does CS II have limits on the area that can be built??

Try restarting the game after saving, sometimes just reloading the save doesn't help.
I think it might something to do with Textures re-loading after a game restart.

Should this still be happening. Building on River Delta and the Original Junction seems to be slowly going under water. Yes I've added to the junction there's now a 3 lane highway going up the hill, but where's the water coming from. I knew there were a few performance issues, but not floods. Water Water everywhere :-)

I had the same issue. I just let the game run a few seconds, and the new ground levels were correctly recognized. They were no longer 'in water'

Wait til you get the bug that a road sudenly want to go up in insane angles even tho the ground is perfectly plain...
