It's a bug in the menu where they try to use a volumetric feature in graphics (such as background clouds in the menu screen) without first checking whether the graphics driver can support it, so errors out. They assumed everyone's cards can do the volumetric effects, but the minimum GTX 970 cannot do the specific graphics commands they are using.
They can fix this by making the launcher do a quick GPU chipset feature check and then create a custom graphics config file for the game to use during first launch.
Similar to the graphics options in most games will grey-out or disable the options your hardware doesn't have.

I get the same error during launch after the logo videos and cannot continue to the menu.

same issue for me. Asked for a refund as I bought the game in june and cannot even play with it on the release day. Very desappointed
