The 1650 is basically a gtx 1070. It's worth a try. CPU might be a tad bit weak.
and regarding the graphics card in my opinion it is incredible but apparently for this game it is not enough even with much more expensive graphics

On the default setting the game is literally unplayable, and CO is aware of it. They even made a post stating to lower the graphics settings.
I completely understand the suggestions to "change your settings" for older cards, or as a temporary fix for the problem, but in the end, the Devs DO have to address this issue.
It's also good to see even older cards, like the 1660, can run it as well.
I have faith that fixes will come fairly quickly, as we are literally at release at this time. Betas have bugs, So do final releases, but those bugs should be quickly dealt with. Lets give this a month or so and see how it sits.
My suggestion, if everything else is a reasonably current Gen (should be the case) is to upgrade the GPU. an AMD 6600, 6650 or 6700 are all sub $300 and will give massive boosts, allowing all current titles to play without breaking the bank.
I would only recommend more expensive GPUs if you plan to become a pro gamer, or maybe a 3060 if you want Ray tracing or just have to have Nvidia. (Skip 20 series, your GPU is on par with anything reasonably priced.)
The de-mothballing of the 1600 series started because of the GPU shortage and now is continued only to clear the market of a current glut of those older cards. As such, players looking to play current titles should avoid these builds if possible.
