i did get the same problem initially when i was using the high voltage power lines, which the game says are for connecting power plants and transformers.
if you look closer to the pop up screen though you will see that the wind turbine actually outputs low voltage energy, so you need to use the basic electric cable to connect it instead of the power line.

using the basic electric cable i was able to connect it to the grid.

i bulldozed a powerline to transformer and added it again and it got unstuck

i had the same with sewage tutorial, i just had to build 1 random pipe somewhere and it got unstuck.

click information icon and read electricy information if you did correctly.

you need to click information icon on the top left. It will show tutorial about electricity. Then it will continue the tutorial to water network.

For what it's worth there are two different icons for connecting power lines. The first one are for lines to the street connections. It's the 2nd icon that connects the big power lines to the power plant and that's the one needed for the tutorial.

I'm not sure if that's what anyone's problem is but I made the mistake of using the first set and it didn't work. As soon as I used the bigger power lines then everything worked great in that tutorial.
