Find the comparitve version for your GPU then. Search online and look it up yourself. It ain't rocket science and anyway the answer is also in the minimum settings

CPU is fine. The gpu appears to above minimum. Comparisons:

Cityplannerplays did a video testing a heap of cards and the ARC cards didn't perform too well. But he also had a general list of settings to change as well. You'll probably be fine. If you buy it you've got 2 hours of playtime to try it out anyway and you can just refund it if it doesn't work.

No one will have a decent gaming experience at the moment. It would be a lie to say otherwise. Except you play at lowest settings possible. At the pricepoint of 50 $/€, you have to decide for yourself, if that's acceptable. Honest hint: It's not.

Probably won't even boot the game. ARC cards were made only with DX12 and Vulkan in mind. They are terrible with DX11 and OpenGL games and I believe Intel is using some fork of DXVK in their drivers to run games with those old graphics APIs. This game is still DX11.

Short answer: no.

Don't mislead people. ARC GPUs supports DX11 and DX11 games works pretty fine right know. Driver were updated a long time ago to fix it.
