Yeah, this roadmap will definitely be optimizing and lowering requirements over time. This game won't be viable on PC for most people until Spring.

Correct. It opens and plays (well) on a 970 with low graphics settings, expect around 20-30 fps on low graphics with is more than enough for a city building game.
There is no problem at all with the simulation, and you can see the city and what you are doing. So its definately playable, and this is a reasonable minimum spec to set. You can most probably play it on even lower graphics card.
With minimum requirements you're going to have single digit fps or low teens at that city size even with low settings.
