Free electricity/water = infinite money

Free water and electricity is basically the easy mode cheat because they each give you +20% efficiency in almost everything, plus they boost your happiness which in itself also gives you global efficiency boost.

So with both free you're looking at almost +50% efficiency. Take my current city for example I have 6m tax income, if I didn't have the free utilities boost I'd be at 4 million for a 2m loss, yet my water utility only cost me 200k, it's no brainer. Electricity is even more stupid, since the garbage burner upgrade is secretly just a Mr.fusion plant, I'm exporting 2/3 my electricity made just from burning garbage, making 300k all while providing free electricity for the city.

Again the 50% number is bare minimum estimate because the increased happiness and efficiency boost your economy in many ways you can't easily calculate.
