Nope. Doesn't happen to me and many others are saying the same. It seems that depending on what player has done, there _might_ be a bug, but there isn't enough information to be sure.
I've followed my garbage levels and dump trucks between the facilities moving garbage from one to another and everything works fine. 20 tons get reduced when a load goes out and 20 tons added to receiving facility.
1 landfill, 1 recycling center, 3 incinerators and one industrial waste thingemajiggy. 85k ppl. No garbage accumulation at storage units and everything is running well.
