Cant place cargo harbour pls help

You just need a little bit more land under it or maybe lower the depth of land a bit on the water end. I was successful in putting one down. You're almost there.

Didnt work. Moved it down just to the water level but still unable to place the cargo harrbour. I think its bugged.

I find that the game stalls a lot and prevents things from happening that are supposed to be happening. Try zoning a small area and going back to it.

Disable snapping tool and erase the road.

Fixed it. Apparently it was the sea route that was conflicting with it. Bought 2 new tiles and placed its on the side.
