High Denstiy Demand before it unlocks?
Is that a bug or something im supposed to work with? Cant zone any until level 8 and the demand starts at like level 4.

Yeah, I think it will make more sense when this free asset pack drops too, as different parts of the world build cities differently.

Take Ziyang, China for example. A small city of 2+ million with no real suburbs, it drops off from high density to a little mid then straight to farmland. Rather small big city. So high density demand early on would make sense in that scenario.
