Mine is also empty. I'm working on figuring out the issue. I'm tinkering with taxes on agricultural industries and relocating the dairy house to a location with lower land value.
I've also lowered taxes to -10% for all my raw resources in my cities so I'm subsidizing their industries to see if that encourages a company to move in. (I see a demand bonus but no efficiency bonus for specialized industries from this, bug?)
I zoned some industry next to it to see if maybe like minded industries next door would encourage a company to move in. All I got were warehouses, not a single factory and a line of trucks coming in off the highway to fill them.

Could be. I've done everything I can think of to maximize demand and profitability for a potential company to move in. I think that with a footprint of that size for that building and the potential revenue it can make, the rent, even on low value land, is still too high for a company to justify renting the space.
