EDIT: Oh you can see the garbage trucks either importing or exporting garbage lol.
yeah your issue is likely a lack of districts.
I'll try giving some trucks some district designation and see if it helps
Things happen MUCH MUCH slower than CS1.
I only have one incinerator plant in my city with about 20k population and I literally have no complaints about garbage. Are you setting your garbage to your districts properly and are your districts placed properly?
About to say - It's kinda taking the piss. I've deleted an old region where industry once resided. I want to move my residential there but it's just not viable. It's been gone for 2 years and it hasn't moved at all :(
