Having said all of that i do agree with the comment above that after a while of running thru the traffic starts to reroute itself.
I think that any cars that have that route planned when they depart will continue to take that route even after the no right turn is put in. So it really only affects new cars that haven't yet departed on their trip.
That is i guess another short coming of the game that the traffic isnt rerouting adhoc
U turn issues are planning issues so revise your network and adapt it accordingly!
