Are the tutorials effective?
I admired the first game very much but found the learning curve steep and had to seek a lot of help in the community at first. I have less free time at the moment so if anyone can take the time to provide an opinion or assessment of the quality of the in-game tutorials and general hand-holding for people who need it, I’d be grateful.

I find that the in game tutorials are a little more intuitive and help explain more of the mechanics easier than the first game. I found the first game daunting because the tutorial was a little sparse in the first game.

They also allow you to reset the tutorials each new city that you build. Which is nice!

The tutorials are not effective. What you need to do is read all of these dev diaries about the features to learn the new mechanics and how things work different from cities skylines 1.

Also unlearn everything from CS1. Make no assumptions about how things work in the second game because they worked a certain way in the first game.

They are very basic and most of it, if one has played CS1 or other city simulators, is just repetitive. The techniques (like tunnelling) are all learned by trial and error as they are different and glitchy/frustrating from CS1. CS2 is definitely not learner-friendly - especially with all the blasted 'overlapping objects' notifications.
