I honestly wouldn't rely on wastewater treatment plants to do the bulk of the heavy lifting creating fresh water as it only purifies 50-75% of the sewage, and if you don't have fresh water, you don't get sewage that can be treated and turned into fresh water, and without that fresh water, you don't get sewage that can be treated.... Round and round you go spiraling out of control. So you may be limiting yourself based on available fresh water. I'd recommend building water towers or pumps to boost up your fresh water supply capacity to what you actually need and then get rid of all but a few of the treatment plants to cover your sewage needs if you don't want to use outflow pipes.
