How to get level 5 housing?
i'm not sure what I am doing wrong, and the game give me no indication on what I need to do to level up de residential housing

- schools
- parks
- public transport
- fire, healthcare, police
- wellfare,...

what am I missing?

Maybe higher education, good job, big earnings. Internet, post office.Public transport.(And I mean all public transport and good access to them)

lower your res taxes to 3-4% and wait. it takes ages, but youll get there eventually.. works too for industry and commerce but doesnt take as long it seems.. if your worried about your budget, dont. gov. subsidies take care of that it seems. i just tried this in my 150k city, lowered all taxes to zero. im supposed to make a huge deficit of 250k/h, yet my balance keeps on going up.. the economy/budget is broken af

Upgrades are based on the spare wealth of citizens, not on the services nearby.

Lowering taxes leaves citizens with more wealth to upgrade, but that only helps if they work: seniors, children and teens don’t accumulate wealth.
