Build a road on the top piece of land slightly sticking out into the lower piece of land this activates the fill road - place it zoom out to judge if it is the way you want and when happy you scootch the shoreline back into the road with the terrain tools and bam.
Quay road although it is very funky to work with and takes a lot of patience - especially if you're trying to work your way up a river that changes in height.

Had to do a lot of terrain manipulation. I only started playing with it. but plan to do it it around the whole island. Also using some sunken highways.

I've been putting down normal road, and then using the terrain tool around that to help prep the terrain. Like for my canal. I put two roads parallel from one sone of the island to the other.
Then, I lowered and even all the terrain in between. BUT, not to the full edge of the water.
I had to play with the level, so that when I build my new road on the lower level, the top of the road matched the height of the road/land above.
Once that was all in place, I lowered the terrain in between and let the waters come in and fill.
Doing a similar process along the shore. It's tedious, but seem to be getting decent results.
1 of the things i'm actually pissed about from this game atm.
in CS1 they were just a tool.
