Allowing us to change cost of living for our citizens

As an Australian, i am trying to build an Australian City and i find it very difficult and inaccurate to change the cost of living such as, Groceries, making rent high, and being able to adjust the fuel station prices. The only realistic thing i can get close too is my car parks. My car parks are costing my citizens a lot in revenue especially the ones placed next to hospitals, 40 for 2 hours seems reasonable.. Would love to increase the price of fuel for my city just so i can see my citizens whinge and ♥♥♥♥♥. :)
