I honestly have most of mine set to $15 and they havent complained much.
The fee I THINK is one time just like in reality. Cant think of a parking structure with a fare that hits you twice.
Parking lots are like, what, $17000/month with the car wash? Yeah, they're revenue generators even at the base fee as long as they're being used.
There's an idea: check how wealthy the neighbourhood is, and adjust the fee from there. "Welcome to Payville Heights, the most pleasant neighbourhood in the city."
