I don't understand the new district and specialized industry tool

It was so much easier when you could paint an area for a district or industry. The new tool is confusing and hard to use. I was able to set districts but I can't figure out how to create the zone for the specialized industry.

specialized industry is found in the zoning tab, when you place it, it lets you draw an area for it to be in, within a specific distance, the industry tool allows you to change the area afterwords.
