Pipes you do are at -10m, pipes under road are more like -2m. Hence there will be a separate short vertical connector in between and you can extend from the end of a pipe that is under road. Go a cell or two backwards from there and it snaps automatically.
And that's the described bug ...
Not as far as i can see. Pipes snap together and work. Ends can't meet as they are done in different heights. Just like roads can't meet when they are done in different heights. And so forth.
anyway, it is extremely easy to connect pipes and they work, so if you can't do it, maybe focus on that part rather than blaming someone else.
