Anyway fixing garbage is feasible, On my end I went from 7% landfill availability to 36% just now.
I just had to get processing under control, ALSO PROCESSING IS POTENTIAL. Just cause you're positive in processing doesn't mean it's actually working.
Resolved by setting districts then assigning a single incinerator to each district, and enacting recycling in those districts, then demolishing the old incinerators with upgraded storage to decrease the cost. It now seems to be sustainable with no upgrades to storage and fewer incinerators.
Tip of the day is to always set operating districts to your services.
