Report a translation problem
The mail sorting facility won't send a truck to pick up collected mail from a post office till there's about 60,000 uncollected mail. When it does this, it also loads its trucks up with sorted mail to drop off at the post office.
If you don't have enough for the sorting facility to pick up at the local office, they will not send the truck.
If your post office runs out of mail to deliver, they'll switch all their vans to collection only and you have to wait, sometimes a long time for your city to generate enough unsorted mail to deliver back to the post office.
Here's where the real problem comes in and might be bug #2. Post office vans only pick up from medium and high density when they are doing a delivery.
If there's no mail to deliver, they never collect the mail sitting in the zones. Mail piles up, everyone gets unhappy about it.
So you have to sit there and wait for your industrial, commercial, and the few pedestrians who use the mail drop off boxes to generate enough mail to fill the post office before things start working again.
Thats how it is for me now. My low density residential Zones are green, but for the others no mails get picked up, no matter how much post offices i've built. I have -14 everywhere because of the mail service.

Here's another tip to help fix it. With your sole post office doing the collections, periodically turn the building off. This makes all the vans it has out on the road return to the depot and drop off the unsorted mail they have otherwise they will stay out there until they have a full load or cancel their partial drop because some guy dropped some mail in a mailbox 10 miles away.
