If you've been charging your citizens for street parking and maxing out the parking garage prices, maxing out the service fees for electric and water, and making them pay for outside services for garbage, etc, they will not be able to afford college and won't go.
The good news is that with enough people in your education system, your education network actually makes money for you rather than costing you money.
Do you have enough colleges for the entire eligible population or just watch for the number attending vs capacity
2, education takes TIME, and the game pacing is slower.
3, transport to get to college
I plopped one down and waited til it filled and then built another in an area that I thought needed it (medium/high density residential). It isn't as obvious as schools and highschools where you should place it, as I think civs are more willing to travel to get to college, whereas schools and highschools will show you exactly where they're needed (areas highlighted in red).
Interesting,.none of my colleges are full, elementary yes, high school some what, over 130k population now
-Children go to elementary school and they all walk to and from school. Place your school in the center of a residential zone. Later on when you have high density residential, they will fill all 1,500 spots in the school.
-Teens will walk or take mass transit like buses to high school and college.
-Adults who go to college or university will drive, take mass transit, or move out of their homes to high density, low rent housing if it's available close by.
-Mass transit access to a neighboring connection like by train and bus will bring student commuters in for your colleges and universities. Not only do they pay the fees and make your money, but when they graduate there's a good chance they will move in to your city and stay.
All children go to elementary school if there is space available. All other tiers above that are optional and the citizen might choose to attend or enter the workforce depending on multiple factors and if they can afford the service fee.
When did you start your city, Im wondering if small fixes are going through in the background
