Doing this, I broke even by the time I reached milestone 5. When I left the city alone, the population grew from 6000 to 8000 by itself. It is making about $2900 per hour with adequate city services (2 clinics, 1 police, 2 fire houses, 1 elementary school, 1 high school, 1 cemetary, 1 landfill, buying external power for $192K.
then start building office buildings, and lots of them. I have $7million+ monthly income from office buildings. i now have $200million+ in the bank. just stick with it.
dont go all fancy, just building easy squares and simple roads. then once you get some cash reserves, you can edit and change it up
Ignore services if you can.
build local industries (farms, mines, oil etc) - not sure if this works, it didnt make a difference for me, but it has worked for others they told me anyway...
Some bugs in economy that they are aware of, such as where products/resources are sourced from - and they will be patching - but it's not the entire game economy.
130k population with $8.8M/month profit. How can anyone NOT profit ???

Even know residential tax is higher, it cost more to maintain.
