As others have said if you keep building only low density the high density building will never get filled/built as people would much rather live in a spacious house than an apartment.
Dude. There is no simulation of any kind in the game. It's just a city painter. No economy, no simulation of supply or demand of any sort.
I noticed that when you have a higher level of education, which in turn gives you a demand for offices, you get more high density requests.
I also think its broken at the moment as well
I have schools and a college and it still isn't changing. Does one need a university for it to change?
allocate spare dense areas, regardless that there is no demand for it.
raise taxes significantly. people will not afford to live in houses and move to high density.
also, stop building low density housing
but what i noticed was, that when i got a request for office buildings i would also get a request for high density.
office buildings are tied to higher education. so i just assume, so are high density.
IRL tho, big city apartments can be and are worth more than suburban homes (see new york state for example)
i think the whole thing is bugged in game, and this seemed to be a work around for me.
