So, if you're connected to an outside source, you will import power.
The batteries are supposed to be for emergency power.
I don't know if it's intended that they don't activate during night hours when the solar plant is offline and you can import power, but it seems to be the only way they activate is if you cannot import.
You can turn off the substation during night hours to make the batteries work, then turn it back on during day so you can export again.
Could be bugged that they aren't prioritized over importing...
But to say they don't work at all is just false.
To be fair, speaking of my experience so far, I found that some of the things that are dead on one map work fine in others.
Each map seems to have it's own unique set of bugs and broken in my experience.
Might explain the dizzying amount of disagreement of what works and what doesn't in general.
I will leave now...
I run a test off, it appears the entire solar power is lock out of the grid during night time with or without those batteries as even the batteries supposed come with the power plant fails to cycle any power after all other source are cut.
