There is a fix for that. You don't need to refund if you're playing the game.
-Shops and factories don't need goods/resources to generate income.
-You can't import goods by trains or ships to be used by shops or factories.
-You can't export anything.
"It looks like delivery and distribution of resources and good are not working properly. To make game playable, devs simply turned-off the requirments completely. Alternatively logic for actual "consumption" might have been not ready or too resources demanding."

That's literally not how computers work, CS2 has absolutely no impact on CS1 at all.
