As explained by CO this game is CPU bound not GPU bound. High FPS does not matter in a city builder this is not CP2077 Phantom Liberty. Of course having at least 30 fps with all graphics set to ULTRA and a city that has 50K+ of people would be nice. I just hope they add DLSS2/3 as SMAA causes a lot of performance loss.

Even if its purely CPU bottlenecked, it doesnt explain why the game runs like ♥♥♥♥ even on a freh new savegame without ANY population? On one of the most powerful cpu's currently out there. NOBODY should need a high end CPU just to play a city builder without any population on stable frame, not to mention when the city starts to get big..
On an high end pc, you shouldnt have to spent ANY time in the settings just to play it on bearable frames.
On your last sentence you should. Always keep your system up to date, latest drivers, chipset drivers, gpu drivers. And I always go to settings first.
Pick medium settings for most and set AA to low SMAA
Clouds quality settings etc. put them on medium
And then you will see a huge improvement.
For me it increased frame rate from 24 to 120 fps. So it seems bugged.
Since when is it my problem to make the game run smoothly? That would be like buying a new car but i still have to purchase tires additionally at my expense...
