Simulation or not... we were able to do it in the first Game too.
We weren't because there wasn't seasons...... Just snow or no snow
ie Winter comes around and heaters go on, summer comes round and air conditioning goes on, uses more electricity, autumn and spring you should see drops in electricity.
Adds more depth to the simulation, but I suspect it's hard coded in which is why you won't be able to turn seasons off.

Hit my towns first winter earlier, and screen being white everywhere does make it somewhat more difficult to play around. Like how during night time it's harder to see what you're doing.
Then once people are mostly done with their cities, they could have enabled said visual feature back on. Be it for screenshots or w/e other reason.
I’m thinking that, since it already exists in the code, it may be pretty easy to come up with a mod once the mods get up and running
