To answer your question: no because it becomes obsolete 6 months in after few patches and DLC.

Most of games now you find info on YT or Wikis.

Cities: Skylines had a manual. And no, not EVERYTHING changes. Manuals in PDF form can be updated, also. It is ridiculous that companies produce complex games and don't provide a manual these days. A tutorial only covers the basics, and I don't wanna watch or look up goofy "guides" written by anyone but the company. I want documentation about the engine and statistics that will help me make my own decisions, not "follow along and do what I do."
