depending on the layout of roads and how you make your zoning inside there are sometimes situations when game AI builds a building that actually has no access to a road. One example: the line where the facade of the building goes is on a hard slope where the road has a retaining wall.
Solutions:
1. silly but simple: bulldoze that building and hope that something different will pop up.
2. elaborate: rather than allocating the whole zone by bucket filling you can draw the squares yourself one by one. e.g. you draw 2x2 and then some 2x3 and then a couple of 3x3 squares yourself within that area. These squares you have drawn will define the exact size of the building and where its facade is facing.
3. another option: draw a thin line of bushes along the edge where you have a problem. Then when the building appears behind the bushes, draw a pedestrian walkway to this building.
I have experienced this. I just delete the building and allow it to rebuild. IDK why buildings are built not facing the main street.
I have also noticed that buildings will sometimes build with their main entrances facing an alley way. The game registers alleys like a functioning main road which can be quite annoying when trying to layout an area first.
I like the look alleys give the city, but in order to prevent the back of the building facing a main road, I have to build alleys after a block has been developed.
It is a glitch. Just bulldoze and allow the game to rebuild in that zone.

Id say the first 30-40 hours of City Skylines 2 is alot of fun, fairly enjoyable. But post 40 hours and everything is getting hyper annoying and frustrating lol. Constantly dealing with well designed streets getting traffic jams because pedestrians are freezing in the middle of the intersections. Buses that want to cross 5 lanes of traffic and park at the bus stop at a full 90 degree turn and take a minute to load, causing traffic jams. Pedestrians that walk like 20km in game instead of taking a car or public transit. Oh and then theres the no left turn intersections, where cars still turn left anyways.

Same issue I have with my municipal airport. Added the train connection, but can't establish a route to it because of the "no pedestrian access". No indication at all where it's suppose to be. You'd figure with the airport with it's own parking space connected to a road would give it "pedestrian access".
