how to get past the power section of the tutorial??

brand new cities: skyline player here. I have no idea how to get past the power section of the tutorial. Ive placed down wind turbines, put underground power lines, and it wont unlock the electric cable. what do i do?

Try connecting to the outside grid using the electric towers? I skipped the tutorial and just played a city with unlimited money to help me learn all the ins and outs first

Go wind turbines to high power cables to a transformer station sitting on a road. Then all the roads will carry the power for you.

ive tried this before, and it hasnt worked because you need the electric cable to connect to housing
