Not enough customers
How do I fix the not enough customers icon when the shops are located literally right next to the residents? The icon just started appearing in high amounts all of a sudden

Adjust your taxes. I got residential taxes lower while setting commercial and industrial higher. I rezone the struggling businesses with medium density residential and bulldoze them right away.

Ah that old Cities Skyline balancing act.
I made a complete mess of my first run, did a second one, didn't try rushing anything, basically you need more residents than stores, which drives up demand.
So if you see the demand for commercial lots, don't jump on it straight away, it's fine for the bar to sit maxed out for a while, when you do make more zones only do small amounts at a time, not a whole street of commercial, but it's fine to keep the street empty until you need it...

It means you either do not have enough people in your city, or there's not enough traffic in the regions you put your shops in. When you zone commercial it will show you high traffic areas that are most suitable for commercial zoning, you wanna make sure your commercial zones are where people actually go during their commutes.

I think it has to do with the unbalanced demand zone. This happens to me often too.
building much more than the city actually needs. for exmaple My city still demands an industrial zone even though, for example, I had 600 free jobsand 150 unemployed people (small city, the beginning of the game) and this continues as the buildings improve and increase their employment limit. A vicious circle of building zones, the same applies to commercial buildings.

taxes probalby have nothing to do with it, they only slow down the development of enterprises, and a larger number of inhabitants (low taxes will force you into eternally building a hundredfold inflated need)

commercial viability map - works like ♥♥♥♥ compared to cs1, and is like in random place, mine recently stated that it would be in the very corner of the city, and all the companies there may also have this problem

Yep I noticed that, high demand areas are on the waterfront where I had low/Med density, but does also show up in higher traffic and higher density areas when I can build high density LOL

raise commercial taxes as well and you need to rezone and move to areas with more customers. the zoning overlay shows you demand.

I noticed that areas of medium and high density residential showed as more desirable for commercial zones and I never saw the lack of customers issue with commercial zones placed there.

An area of light residential can do ok with a very small area of light commercial in the middle of it.

Remember, in CS2 there's no noise pollution from commercial so you can put them right up against residential blocks.

I fixed the not enough customer for commercial, by having bus lines into the commercial zones, to get the customers to the shops... got rid of most of the businesses complaining. They need traffic, foot traffic to stay open. A much better simulation of an actual city.
