But if you don't have the SF map then you may not have been provided a code for the premium edition and may need to contact the Amazon seller. That should be there already.
Right click Cities Skylines in Steam
Go to Properties
Go to DLC
If you don't see anything there then the code you were given isn't for the Ultimate Edition.
I also ordered the Ultimate Edition which includes the first DLC.
The Landmark Buildings are a preorder bonus, not an Ultimate Edition bonus. If you don't see "Cities Skylines II - San Francisco Set" when you're looking at the Properties > DLC then you don't have a key for the Ultimate Edition which is the one that includes the first DLC pack and the other stuff I mentioned.
If you paid about $60 USD then you got the standard edition and you have what you're supposed to have. If you paid $80 USD then I'd contact the seller and let them know they didn't give you the correct key.
There's no separate redeem code for San Fran or the other DLC.
It's the CS2 key itself that tells Steam whether it's the Regular or Ultimate edition. Given the price you paid, I'm assuming you were supposed to get the Ultimate edition but someone sent you a Regular key. You need to contact your vendor.
