Roadside parking fee policy not showing?

I have it unlocked with progression, I can see pre-release programs and minimum taxi fees etc but I cannot see the parking fee one

Is it in a different part of the UI somewhere, I've tried looking around where I thought might be obvious but I can't find it lol

I think you need to make a district with the Areas tool.
